The Superior Court of California, County of San Bernardino is seeking highly qualified, innovative, highly motivated individuals for the position of Human Resources Technician III to support the Superior Court's Workers' Compensation, Ergonomic and Workplace Accommodations programs.
ABOUT THE POSITION This recruitment has been opened to fill one (1) current vacancy within the Superior Court of California, County of San Bernardino, Human Resources Department.
We are seeking well-qualified candidates with strong experience in Workers' Compensation claims administration, safety, and the court ergonomic and accommodations program.
The incumbent in this position will provide direct support to our Human Resources Manager.
Under general supervision, performs a variety of professional level work focusing on Workers' Compensation Administration, and ADA Disability Coordination; performs responsible and moderately complex technical, clerical and administrative duties in support of the court's human resource programs; assists in the administration and management of a variety of programs; may act as a lead worker for the assigned area; and performs related duties as assigned.

04 BENEFITS TELEWORK/ALTERNATIVE SCHEDULE OPPORTUNITY This position is eligible for a combination of telework and on-site work assignments OR an alternative (9/80) schedule after successful completion of the probationary period.
Telework must be completed from a pre-designated home-based location within the State of California and employees may be required to report on-site to address business needs.

Essential Functions Essential Functions Assists with the planning and organizing of the benefit enrollment processes and annual open enrollment, and conducts monthly new hire orientations; prepares and distributes general benefits and human resources communication materials and notices in compliance with legal and regulatory requirements; explains, interprets and counsels employees regarding employee rights, benefit plan coverage, eligibility for benefits and claims procedures.
Coordinates Workers' Compensation programs, including providing information to injured employees regarding benefits and procedures; counsel employees, managers and supervisors on Workers' Compensation procedures, disability management; ensures timely reporting of claims to the 3rd party administrator, request and records substantiating documentation from physicians, departments and witnesses; monitors Workers' Compensation cases and the Return-To-Work program, including collaborating with the designated providers to ensure that the employees return to work safely with proper work functions for the medical restrictions and assisting in the development and implementation of transitional duty.
Assists with new employee on-boarding process; facilitates or participates in new employee orientations; verifies new employees have accurately completed all paperwork; verifies employee and dependent plan eligibility and accurate completion of enrollment forms for new hires.
Assists in the planning, development, coordination and maintenance of various benefit programs and system changes/implementation, including development of technical procedures and requirements relating to benefit programs and systems; reviews benefits publications and related sources of information to remain informed of legislative changes, new policies, rules and regulations; prepare comprehensive reports and offer recommendations to management.
Manages and tracks a variety of employee leave types eligibility, documentation and protected leave hour usage; identifies trends and fraudulent activities; may counsel employees on leave options; assists managers and employees with return-to-work options and accommodations; researches, audits and evaluates payroll information given to third-party administrators and state agencies for wage replacement benefits.
Manages ADA cases; actively engages with employees and medical providers to understand any requested work modifications/ accommodations due to a disability; analyzes restrictions and assists in determining modified duty or new work assignments; ensures all cases are managed and documented in a timely manner.
May serve as a back-up liaison with the San Bernardino County Employees Retirement Board and the Court's 457/401(k) plan administrators; participates in the administration and reporting related to COBRA, HIPAA, and ACA.
Participates in training programs; assists with the development and reproduction of material; may oversee tracking of employee compliance training attendance.

Minimum Qualifications Minimum Qualifications Graduation from an accredited four (4) year college or university with a major in human resources, business administration or a closely related field, and three (3) years of relevant experience in technical/administrative support in a human resources department or in the administration of benefits; or an equivalent combination of education, training and experience.
Experience in a public court is highly desirable.

DEFERRED COMPENSATION: Employees are eligible to participate in the Court's 457 and/or the 401(k) Deferred Compensation Plans.
These are supplemental retirement plans that permit employees to defer a certain portion of their pre or post tax salary, within certain Internal Revenue Service (IRS) limits, to an account maintained by an investment service provider.
Participating employees in the pre-tax option postpone paying taxes on the deferred portion of their income.
401(k): The Court matches a percentage of the employee's earnable compensation based on the employee contributions.
457: Employees may elect to have a percentage of their salary or a flat amount deferred for a pre or post tax investment.
RETIREMENT MEDICAL TRUST: This plan helps with the high cost of health care expenses after retirement.
Participation is for those with ten (10) or more years of participation in SBCERA or where the individual contributed to a public sector retirement system or system(s) over a ten (10) year period and did not withdraw the contribution form the retirement system(s).
Under this plan, eligible retired participants pay for qualified expenses on a non-tax basis.
All contributions, earnings, and reimbursements are tax free.
The trust is funded by the eligible cash value of the participant's sick leave upon separation of service and Court contributions.
The Court contributes a percentage of the employee's salary to the trust per pay period.

The Court does not pay into the Social Security system; however, it does contribute to Medicare.

DEFERRED COMPENSATION: Employees are eligible to participate in the Court's 457 and/or the 401(k) Deferred Compensation Plans.
These are supplemental retirement plans that permit employees to defer a certain portion of their pre or post tax salary, within certain Internal Revenue Service (IRS) limits, to an account maintained by an investment service provider.
Participating employees in the pre-tax option postpone paying taxes on the deferred portion of their income.
401(k): The Court matches a percentage of the employee's earnable compensation based on the employee contributions.
457: Employees may elect to have a percentage of their salary or a flat amount deferred for a pre or post tax investment.
RETIREMENT MEDICAL TRUST: This plan helps with the high cost of health care expenses after retirement.
Participation is for those with ten (10) or more years of participation in SBCERA or where the individual contributed to a public sector retirement system or system(s) over a ten (10) year period and did not withdraw the contribution form the retirement system(s).
Under this plan, eligible retired participants pay for qualified expenses on a non-tax basis.
All contributions, earnings, and reimbursements are tax free.
The trust is funded by the eligible cash value of the participant's sick leave upon separation of service and Court contributions.
The Court contributes a percentage of the employee's salary to the trust per pay period.
Additional BenefitsTUITION BENEFIT: The Court shall provide $1,000.
00 per fiscal year to be used for job related education or career development, book fees or to reimburse membership dues in professional organizations.
CAR ALLOWANCE: Use of Court Vehicle.
CELL PHONE: The Court shall provide reimbursement of $20.
00 for voice and $20.
00 for data services per month upon submission of proper forms and documentation.
FLEXIBLE WORK SCHEDULE: The Court recognizes the importance of work/life balance.
Employees may request alternative work scheduling or flexible work schedules when classifications meet the requirements.
COMMUTER SERVICES: This program assists with providing information on carpools, rideshare matching, and public transportation options.
The Court offers incentives for employees eligible to participating in Ridesharing activities.
The Human Resources Department reserves the right to modify the benefit programs in accordance with the Personnel Rules and Regulations.
