DEFINITION
The Fire Community Relations/Education Specialist is a professional, non-safety position responsible for identifying and developing Emergency Medical Services Education/Fire Prevention educational campaigns to reach various audiences through multiple mediums.
DISTINGUISHING CHARACTERISTICS This is a technical non-sworn single classification.
SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the Fire Chief or designee.
Essential Duties and Responsiblities ESSENTIAL FUNCTION STATEMENTS-Essential responsibilities and duties may include, but are not limited to, the following: Facilitates Emergency Medical Services (EMS) and fire safety information to a variety of stakeholders, including schools, businesses, homeowner associations, and other related community groups, which includes fire extinguisher use, drowning prevention, disaster preparedness, CPR, Community Risk Reduction (CRR) and /or other related programs through educational workshops and seminars.
Create, implement, and distribute educational safety materials such as audio-visual training aids, brochures, presentations, public service announcements, public information correspondence, and handouts using various media platforms to increase community awareness.
Develop and implement strategic plans for community outreach, focusing on increasing awareness of EMS services, safety practices, and emergency preparedness.
Prepare reports and complete detailed evaluations on assigned programs and activities for departmental leadership and city officials.
Create and present to a variety of stakeholders using an assortment of audiovisual training aids and current media and social media platforms.
Coordinate meetings with community stakeholders to identify challenges within the community and find effective solutions.
Represent the organization on a variety of State and Local committees and community groups.
Evaluate effectiveness through participant feedback and assessment of skills acquired, making necessary adjustments to continuously improve program outcomes.
Maintain accurate records of events, and participant progress, ensuring compliance with relevant guidelines and regulations.
Create compelling content to share success stories, testimonials, and educational resources to enhance the program’s visibility and impact.
Stay informed on the latest developments in emergency medical services, first aid techniques, and educational methodologies to ensure the delivery of accurate and up-to-date information.
Performs other duties as assigned.
Minimum Qualifications Knowledge of: Public information principles, techniques, and methods Public sector community outreach, education, public relations Fire Safety, Emergency Medical Services, emergency preparedness, public health, and community risk reduction Basic fire safety practices including smoke alarm and fire extinguisher operation Social media and other online communication platforms Audiovisual equipment Proper English and grammatical principles Ability to: Use computers and applicable software applications, including social media platforms Prepare and disseminate information to the public in a variety of formats Develop presentations Speak in public Write press releases and educational materials Develop, implement, and evaluate instructional objectives Facilitate training classes Organize with exceptional project management skills Build and maintain relationships with community members, partners, and stakeholders Create audiovisual training aids and use audiovisual equipment Use communication, and interpersonal skills as applied to interact with coworkers, supervisor, the public, etc.

A typical way to obtain the knowledge and abilities would be: Experience: One (1) year of experience in a fire prevention area, and one (1) year of related instructional experience.
Training: Graduation from an accredited High School or successful completion of the G.

(General Education Development) exam or equivalent.
Licenses and Certifications Possession of a State of California driver’s license and the ability to maintain insurability under the City’s vehicle insurance program.

RETIREMENT The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members.
The greatest impact is felt by new CalPERS members.
As defined by the PEPRA, a new member includes: -A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.
-A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.
-A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.
All members who don't fall into the definitions above are considered classic members.
Classic members will retain the existing benefit enrollment levels for future service with the same employer.
According to the Rialto City Employees Association (RCEA) Memorandum of Understanding, in addition to the monthly salary, the City offers:CAFETERIA PLAN The City's Contribution to the Cafeteria Plan to go towards the employee's contributions for health, vision, and dental insurance premiums will be one thousand five hundred and fifty dollars ($1,550) per month.
Employees hired on or after 11/14/2018 shall be provided one thousand five hundred and fifty dollars ($1,550) per month, but there shall be no cash back to employee for any amount not used.
Opt out for new hire employees (on or after 11/14/2018) shall be limited to a $200 per month for not electing City medical insurance.
LIFE INSURANCE provides a $75,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children).
MERIT RAISES may be received in the form of salary increases seven times within or in six years with the attainment of satisfactory work performance.
BILINGUAL PAY is paid at the rate of $100 per period for employees who successfully pass the bilingual proficiency examination for Spanish.
EDUCATIONAL INCENTIVE An employee who has completed the probationary period and has attained college degrees will receive an increase to their pay as follows:Associate's Degree: Three percent (3%) of base salaryBachelor's Degree: Five percent (5%) of base salaryMaster's Degree: Seven point five percent (7.
5%) of base salary Please note, these educational incentives are not cumulative.
TUITION REIMBURSEMENT Employees can receive up to $2,500 per fiscal year.
VACATION is earned at 3.

SPORTS CENTER Employees, employees' spouses, retirees, and retirees' spouses shall be allowed free use of the Rialto Fitness Center during normal operating hours as long as the City has managerial control of the facility.
Employees, employees' spouses, retirees, and retirees' spouses shall adhere to the same regulations regarding reservations and the use and care of the facilities as the general public.
DEFERRED COMPENSATION is available to those employees who wish to supplement their retirement income.
Money may be deducted from their checks and placed in a security plan without paying taxes on the amount until it is withdrawn.
Employees with 5-9 years of City service the City contributes $300/month on the employee's behalf.
Employees with 10+ years of City service the City contributes $600/month on the employee's behalf.
