The Engineer II - Change & Release Manager is responsible for implementing and managing day to day activities for change, release, and deployment management.
The position will lead change advisory boards, perform change management services, and provide team oversight and guidance to ensure process adherence with IEHP’s approved change process, methods, procedures, and standard.
The Engineer II - Change & Release Manager defines processes, standards, and tools to ensure efficiency and repeatability of software build, release, deployment, and site maintenance, in addition to collaboration with, inter-departments to ensure member needs are met while simultaneously building strong peer relationships.
Key Responsibilities
Lead the change management activities within a structured process framework, ensuring all changes are properly documented, managed, and communicated.
Design the strategic approach to managing change and support operations that fall within the domain of change management.

Collaborate with change owners and subject matter experts (SMEs) to understand any associated downtime, risks, and potential impacts.
Establish effective governance and change control leveraging ITIL best practices.
Organize and chair Change Advisory Board (CAB) meetings.
Provide oversight of expedited and emergency changes, ensuring the correct escalation path is followed.
Coordinate Post Change reviews with the change owners as necessary, feeding any follow up actions into the Problem Management / Root Cause Analysis (RCA) processes.
Perform trend and performance analysis on Change Management, providing and tracking recommended improvements.
Work with Engineering and Operations teams to plan and coordinate software releases.
Own the release calendar including details on code freezes, deployments, and patch windows.
Define deployment readiness criteria for each release and track adherence.
Communicate release schedules, artifacts, and status to all stakeholders.
Coordinate with development managers to ensure timely and accurate release notes.
Conduct monthly release readiness review meetings and track progress across multiple teams.
Identify and remediate complex deployment and scheduling conflicts across Engineering and Operations.
Proactively identifies training opportunities to execute on the organization’s overall goals.
Meet or exceed all Goals and Objectives and Service Level Targets.
Work on-call hours that would include 24/7 coverage per the SOPs.

Qualifications:
Education
Bachelor’s degree in Computer Science, Information Management or similar technical field from an accredited institution required.
Experience
Five (5) years of experience in Change management and Release Management.
Demonstrated experience using ServiceNow ITSM (Change, Release) products.
A solid understanding of ITSM with practical experience designing, implementing, and supporting ITIL improvements.
Key Qualifications
Must have a valid California Driver’s license and valid automobile insurance.
Must qualify and maintain driving record to drive company vehicles based on IEHP insurance standards of no more than three (3) points.
Preferred Knowledge of:
ITIL Knowledge (Foundation s V3 or V4)
Major ITSM processes including Change Management, Release Management, Knowledge Management, Incident management
Current business practices and computing systems, IT development methodologies and operations.
Program and project management and planning, process mapping
Understanding of:
Healthcare issues, information systems, management issues, and current trends.
Conceptualizing business strategies while implementing information systems and technology strategic direction
Work Model Location:
Hybrid Work Schedule (Monday & Friday remote, Tuesday, Wednesday, Thursday onsite required)
Pay Range: USD $50.
