is seeking an experienced *Programmer Analyst *who has experience working with Accela permitting software.
Must have knowledge of SQL and Java-Script, the software development Lifecyle, hands-on experience working with Government Land Use Services, code enforcement, licensing & other regulatory procedures, and the software platform Accela.
This is a *12-month contract.
*You must be in the US, no H1B Visa status.
At the start, an on-site presence in San Bernardino, CA, is required daily.
After two months, a hybrid T/C schedule will be allowed (2-3 T/C per week).
Hourly rate *$57.

*Responsibilities:*
* Support / build Data transformation jobs and interfaces.
* Develop custom SSRS reports and SQL queries as needed.
* Test software functionality and fix any bugs.
* Debug JavaScript.
* Ability to gather business requirements and develop functional/technical specifications.
* Ability to communicate with supervisors, colleagues, and customers.
*Skills and Qualifications:*
* Good organizational, documentation, written and verbal communication skills.
* Experience with Accela, Accela software partners, and other Government Permitting systems.
* HTML and CSS.
* JavaScript.
* Database Design.
* Microsoft SQL and SSRS.
* Some Knowledge of Windows Server 2019.
* Knowledge of IIS.
* Knowledge of Azure, ESRI GIS, C#, .
NET programming languages is a plus.
* On Premises to SaaS/Cloud migration experience is a plus.
*Minimum Experience and Education Required:*
* Bachelor’s degree in Information Systems/Management, Computer Science or any closely related field is strongly desired (commensurate business experience considered).
* 1+ years experience working with multiple complex technology projects, performing software development.
* Three months+ experience working with Government Land Use Services, Code Enforcement, Building Permitting, or other regulatory functions.
* Hands-On experience using Accela.
