00% across the board salary increase effective February 22, 2025 & 2026* Bi-annual step increases up to Step 14 The Department of Public Health is recruiting for a Public Health Data Manager that will provide the vision and leadership for improving Public Health through data and technology, by developing and implementing department-wide governance initiatives in support of the department's overall mission.
This position will also oversee the day-to-day operation of the Spatial Analytics, Data & Epidemiology unit, which includes Statistical Analysts, Epidemiologists, and GIS staff.
Duties of the position include: Strategic planning, ensure data management processes meet regulatory requirements Data governance, create data-sharing policies, emphasis on standardization and data sharing security best practice Systems development, and digital dashboard oversight, and implementation Full-scope supervision over assigned staff Project Management and stakeholder engagement Department capacity building, regarding new technology and data platforms Developing parameters surrounding data acquisition, mining, ingestion/sharing, retention, and reporting Monitoring data infrastructures that may impact analytical outcomes Identifying and maintaining digital security solutions to protect sensitive data Assist in the development of program budgets, review budget status and participate in budget hearings as required Education, training, and direction for subordinate staff For more detailed information, refer to the Data Manager job description.
*Salary increases contingent upon Property Related Revenue and/or statewide Realignment Sales Tax Collections performance.
CONDITIONS OF EMPLOYMENT Travel/License: Travel throughout the County is required.
A valid California Class C driver license and proof of automobile liability insurance are required and must be maintained throughout employment.
Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.
Visa Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
Minimum Requirements Education: A Bachelor's degree from an accredited college or university in Statistics, Math, Physical/Behavioral/Social/Life Science, Public/Business Administration, Epidemiology, Biology, Chemistry, Biochemistry, Microbiology, Biostatistics, Computer Science, or other relevant field of study.
-AND- Experience: Three (3) years of professional or managerial-level experience in program evaluation, research and design, and/or strategic performance management, through the use of data, technology, and a full-spectrum of statistical analysis methodologies.
Experience must include one (1) year of full-scope supervisory duties and the development of multi-variable data dashboards and working across functional programs/divisions, with internal and external stakeholders to meet reporting and analytical needs.
Desired Qualifications The ideal candidate will possess the ability to work collaboratively within the department, with external partner agencies and have a strong background in research, evaluation, data management, and data analytics.
Highly qualified candidates will also have strong leadership, research, project management, analytical skills, and proficiency in written/oral communication.
Selection Process There will be a competitive evaluation of qualifications based upon a review of the application and required supplemental questionnaire for Division Chief of Animal Care.
The most competitive candidates will be referred to the Public Health Department for interviews.
