San Bernardino County's Project & Facilities Management Department (PFMD) is seeking a Supervising Project Controls Manager* to lead a team of project controls professionals involved in capital improvement projects for County facilities.
POSITION DETAILS Manages and maintains the Project and Facilities Management Department (PFMD) Capital Improvement Program project portfolio and ensures all projects are completed on time and within budget.
Maintains organization and security of all project documentation from development through closeout.
Coordinates with Supervising Project Managers to define, prioritize, and develop projects.
Analyzes and tracks financial data, including project budget, risk, and resource allocation.
Identifies risk and issues within the project portfolio to senior management.
Ensures continuity of a centralized and secured database for project information and acts as point of contact for all technology systems related to portfolio management, project management, and administrative controls.
Assigns work as needed to project controls team, including scheduling tasks, estimating tasks, reporting tasks, administrative tasks, document control tasks, and contract management tasks.

The Project & Facilities Management Department (PFMD) is a multi-disciplined department of professionals providing San Bernardino County with comprehensive building and facilities services.
The department builds and maintains the majority of the County's vast infrastructure, which includes over 250 facilities.
Several key departments served include Arrowhead Regional Medical Center, Fire District, Sheriff, Probation, Regional Parks, County Administrative Offices, Library, Museum, and many more! The Project Management team is committed to the timely and cost-effective design and construction of projects included in the County's annual Capital Improvement Program.
Additionally, the team is dedicated to providing quality improvements to ensure acceptable and safe environments for County departments and the public they serve.
The Project Management team are forward thinkers, seeking innovative solutions to improve processes, deliver quality services, and develop meaningful relationships with customers.
Additionally, the team are hands-on, independent, and self-motivating, preparing bid packages and advertisements for procurement, negotiating and administering contracts for design and construction, and providing inspection and construction project management services from concept through occupancy.
In addition, the Facilities Management team comprises over 100 dedicated staff who oversee the operations, maintenance, landscaping, and custodial services for most County-owned facilities.
Minimum Requirements REQUIRED EXPERIENCE: Five (5) years performing professional duties related to project controls, scheduling, estimating, contract management of capital improvement projects or commercial construction; two (2) years must be at the Senior level, with responsibility supervising/leading staff.
Experience may be concurrent.
- AND - REQUIRED EDUCATION: Bachelor's Degree or equivalent in Project Management, Construction Management, Architecture, Engineering, or a closely related field.
Education Substitution: An additional two (2) years of qualifying experience as described above may substitute for the required education.
Desired Qualifications The ideal candidate will have the following: Demonstrated leadership and communication abilities.
Proficient in reporting software (such as Microsoft Power BI, Access, and Excel), on-screen takeoff and sketch up software (such as Bluebeam), estimating software and means catalogs (such as RS Means), scheduling software (such as Primavera P6 and Microsoft Project), and Project Management software (such as Aurigo, Procore, E-builder, and PMWeb).
Experience with contract administration and public agency procurement strategies.
